The Public Scoping phase provides an opportunity for the public and stakeholders to comment on the proposed action and alternatives. A 30-day scoping period began with the publication of the Notice of Intent (NOI) on February 11, 2026 and closed on March 15, 2026. While comments will be accepted at any time during analysis preparation, to ensure they are considered in the Draft EIS, written comments were requested by March 15, 2026.
